gabby giffords testifying this morning, an emotional plea. you've become part of the mayors against illegal guns and congressman, i want to ask you, what's your reaction to having heard the testimony of gabby giffords today and the impact that she can make in having common sense conversation about the debate? >> well, i mean, i hope the testimony of congresswoman giffords is compelling to members of the senate. look, we need to enact common sense gun safety legislation. we need to fix the broken background check system to be sure that criminals and people seriously mentally ill don't have access to guns. we need to close loopholes at gun shows and fire sales when a gun dealer has a licensed revoked. there's things we can do. there's legislation to fix those things. no one is suggesting people don't have a right to a firearm, but we need to make sure people with no right to a gun, convicted of a crime, serious mental illness, don't have access to firearms, and we need to protect our communities. there's good common sense answers to this. we sh

when gabby giffords' husband spoke after she did, he talked about he and gabby both being gun owners themselves, talked about both being people who are pro-gun ownership, but he said that reform is necessary within the bounds of the second amendment that you can be both pro-gun ownership and pro-gun safety reform. specifically, captain mark kelly said our number one priority as a country should be to fix the background check system for buying guns. when people talk about the broken background check system, they're talking about the fact that if you buy a gun at a gun show, or through a private sale, just person to person, you're not required to go through a background check. if you buy from a licensed gun dealer, the law says you do need a background check. but 40% of the guns sold this country aren't sold that way. so our background check system is not really much of a system at all. and don't take it from me. you can take it from the baltimore county chief of police. >> on behalf of my colleagues across the nation, i'm here today to tell you that we are long overdue in strengthenin

we heard a portion of gabby giffords's statement at the top of the show. i want to play the rest right now. >> violence is a big problem. too many children are dying. too many children. we must do something. it will be hard, but the time is now. you must act. be bold, be courageous. americans are counting on you. thank you. >> kelly, obviously that was a gripping way to start the hearing. where do we go from there? >> it is rare you have something so emotionally and politically charged and have a witness like gabby gifford that is the panel can relate to so personally. that made today more compelling. key issues, democrats and many of them are supporting the idea of universal background checks to expand how they would know the background mental history and that sort of thing. also what to do about ammunition and should there be restrictions related to the number of bullets and the number of high capacity clips and that kind of thing. those are very difficult issues and many democrats on the panel acknowledged their own support for gun ownership and trying
